The applicant's name must be placed on the waiting list.

When the applicant's name comes to the top of the waiting list,
they will receive a letter requesting them to schedule an appointment
at the Kendall Housing Authority. To determine if they are eligible
for the program each applicant will be required to submit the
following information for all family members:
Original Birth Certificates
Birth certificates can be obtained from the county of birth.
Original Social Security Cards
Social Security cards can be obtained from the local Social Security
Administration.
Marriage License or Divorce Decree if applicable
Income and Asset Information
Award letters from Social Security, Veteran benefits, workers
compensation or other disability. Employment information, bank
statements, records of property transfers, life and health insurance
policies, etc.
Any other information as required
After the meeting, the Housing Authority will verify the
applicant's income, etc. If the applicant is eligible for the
program they will receive a letter inviting them to a briefing.
- Briefing
At the briefing, the rules of the program will be explained to
participants. Each participant will receive a Housing Choice Voucher
and will have 120 days to locate a unit.
- Locating a unit
The participant will have to find a rental unit which is the
appropriate size for the family and has a reasonable rent. Each
landlord can ask for rental and credit history before agreeing to
lease the unit. The participant must submit the "move-in packet" and
an unsigned lease to the Housing Authority within the specified time
period.
- Inspection and Lease/Contract Signing
The Housing Authority will conduct a Housing Quality Standards
Inspection of the unit. If the unit fails inspection, a reasonable
time will be given to make the required repairs. The landlord may ask
for a security deposit from the participant. When the unit and the
lease meet program requirements, the Housing Authority will enter into
a contract with the owner and the participant will enter into a lease
with the owner. After the contract and lease are signed, the Housing
Authority will pay rental assistance to the owner on a monthly basis.
- Family Obligations
To remain on the program, the family will have continuing obligations
to the Housing Authority and the landlord. These include but are not
limited to, providing accurate and complete information, responsibly
maintaining the unit, complying with the terms of the lease, complying
with the Family Obligations of the voucher program and paying the
family's share of the rent on time.

The income of every member in the household, before taxes,
must be at or below the above figures, according to family size.

What is income?
Income is all sources of money coming into the household. This
includes employment, unemployment, Public Assistance, Social Security,
SSI, Pension, as well as many other sources.
Unfortunately, the high demand for subsidized housing has created a
waiting list for people in need. Currently, we are not accepting
applications at this time. When we resume accepting applications, a
notice will be posted here and in the legal notice section of the
local newspapers.

Family Obligations of Your
Voucher |
|
|
When the
family's unit is approved and the Housing Assistance contract is
executed, the family must follow the rules listed below in order
to continue participating in the Housing Voucher Program.
The Family
Must:
- Supply any information
that the Housing Authority (K.H.A.) determines to be necessary
including evidence of citizenship, eligible immigration
status, family income and household members.
- Disclose and Verify
Social Security numbers, sign and submit consent forms for
obtaining information.
- Supply any information
requested by the H.A. to verify that the family is living in
the unit or information related to family absence from the
unit.
- Promptly notify the H.A.
in writing when the family is away from the unit for 30 days
or more.
- Allow the H.A. to
inspect the unit at reasonable times after reasonable notice.
- Notify the H.A. and
owner in writing before moving out of the unit or terminating
the lease, per your lease.
- Use the assisted unit
for residence by the family. The unit must be the family's
only residence.
- Promptly notify the H.A.
in writing of the birth, adoption, or court awarded custody of
a child.
- Request H.A. and owner
written approval to add any family member as an occupant of
the unit prior to moving in.
- Promptly notify the H.A.
and Owner in writing if any family member no longer lives in
the unit.
- Give the H.A. a copy of
any owner eviction notice.
- Pay the utility bills
and supply appliances that the
owner is not required to supply under the lease.
The family must not (including each family member):
- Own or have any
interest in the unit.
- Commit any serious or
repeated violation of the lease.
- Commit fraud, bribery
or any other corrupt or criminal act in connection with the
program.
- Participate in illegal
drug or violent criminal activity.
- Sublease or let the
unit or assign the lease or transfer the unit.
- Receive Section 8
tenant based program assistance while receiving another
housing subsidy, for the same unit or a different unit under
any other Federal, State or local housing assistance program.
- Damage the unit or
premises (other than damage from ordinary wear and tear) or
permit any guest to damage the unit or premises.
- Receive Section 8
tenant based program housing assistance while residing in a
unit owned by a parent, child, grandparent, grandchild, sister
or brother of any member of the family, unless the H.A.
determine (and has notified the owner and the family as such
determination) that approving rental of the unit,
notwithstanding such relationship, would provide reasonable
accommodation for a family member who is a person with
disabilities.
- Engage in illegal use
of a controlled substance; or abuse of alcohol that threatens
the health and safety or right to peaceful enjoyment of the
premises by other residents.

ANY
INFORMATION THE FAMILY SUPPLIES MUST BE TRUE AND COMPLETE.

It is the
tenant's responsibility to follow the
Obligations of the Family.
In
order for the program to work, the family must do the following:
- Provide the Kendall
Housing Authority with complete and accurate information
- Make your best effort
to find a place to live that is suitable for your family and
qualifies for the program.
- Cooperate in keeping
all appointments scheduled by the K.H.A.
- Take responsibility
for the care of your housing unit.
- Comply with the terms
of your lease with the owner
- Comply with the
Family Obligations of your Voucher.
