Rent plus
utilities should be at or under the Payment Standards for the
appropriate bedroom size. If the K.H.A. inspector can perform a Rent
Reasonable Certification approving a rent over the Payment Standard
and the tenant can afford the unit, rents may exceed the Payment
Standards.

Example: Mary is moving into a 3 Bedroom house. She must pay:

The landlord will provide the stove and refrigerator. The total
utility allowance is $150. The landlord is requesting $900 for rent.
The gross rent for the unit is $1,050. The K.H.A. inspector must
perform a Rent Reasonable Certification, comparing two other
non-subsidized units in the area. Amenities, condition of
appliances/carpet, access to transportation, and overall condition
are just some of the items compared.
The rent you are asking must be comparable to the other rents in that
area.
All Voucher tenants must pay a
minimum 30% of their household income towards rent and utilities.
Regulations permit a family to pay as much as 40% of their household
income toward rent and utilities, if approved by the K.H.A.
